Unlocking energy renovation in France

Energy renovation has a central role to play in achieving carbon neutrality in France by 2050. In fact, direct emissions related to the operation of residential and tertiary buildings constitute 15.5% of the country's GHG emissions in 2024. Residential and tertiary buildings represent the first point of final energy consumption in France in 2023. In this context, energy renovation can be defined as all the measures that can be implemented on buildings and energy systems to reduce the energy consumption of buildings. Despite significant investments, it is however struggling to massify and accelerate in France. This interim report, written by Lucie Zhang, thus aims to draw up an overview of the current state of energy renovation of homes and tertiary buildings in France, and to analyze the main obstacles. A final part is devoted to the analysis and forecasting of the various economic models of renovation.

This report is an interim version that may evolve and be restructured, especially with regard to the final part. Any feedback or remarks concerning this intermediate version are welcome.
